A drifter with a history as a gang member and a drug dealer, Mr. Williams once boasted in a television interview of having sex with 200 to 300 women, from New York City and Rochester to a swath of towns in western New York — Jamestown, Dunkirk, Silver Creek, Randolph, Kennedy and Panama Village — as well as in Charlottesville, Va., and in North Carolina. In Chautauqua County, south of Buffalo, an investigation by the health commissioner found Mr. Williams to be the common denominator in the rapid spread of the disease. Health officials say Mr. Williams was informed of his H.I.V. status in 1996, but three years later, in a television interview from the Clinton Correctional Facility in Dannemora, N.Y., he expressed denial about his H.I.V. status, saying “I still don’t even know if I got it now,” adding of the women he slept with, “yeah, I gave them a death sentence, but it wasn’t knowingly.” He pleaded guilty to charges of statutory rape and two counts of reckless endangerment for knowingly infecting two girls with the AIDS virus. He is being held under civil confinement legislation that was signed in March 2007, an early victory in the brief administration of Eliot Spitzer. His predecessor, George E. Pataki, could not forge agreement on the issue with Assembly Democrats, and began using the state’s existing mental health laws to detain sex offenders in psychiatric hospitals nonetheless, a practice that the Court of Appeals struck down in late 2006. In the first three years of the new law, the state has filed 377 petitions to continue to supervise or confine inmates after the end of their criminal sentences. Many of the cases are still pending. Of the 111 civil management trials that have been held, only 15 inmates have been found not to have a mental abnormality that required supervision or confinement. UPDATE 1- Sinatra week ends Aaron Kelly's run on "Idol"

Teenager Aaron Kelly was voted off "American Idol" on Wednesday as as the audience ended its love affair with the shy 17-year-old with the big voice.
Kelly's rendition of "Fly Me to the Moon" polled the least number of viewer votes after a tough Frank Sinatra-themed week for the five remaining Idols.
"I've had a great time. I've had a blast," said a clearly shocked Kelly.
He was joined in the bottom two by Michael Lynche in a shock resul given the praise Lynche received from the judges for his performance of "The Way You Look Tonight."
Glam pop singer Lady Gaga, dubbed by "Idol" judge Simon Cowell the most relevant pop artist in the world, gave an eye-popping but vocally wobbly performance of her new single, "Alejandro," dressed in a black lace-and-net costume and a sheer widow's shroud.
Wednesday's results show leaves Lynche, Crystal Bowersox, Lee DeWyze and Casey James in the running for a shot at winning the "American Idol" title and a recording contract in the finale at the end of May.
James, more at home with rock and country music, had been widely seen as the most likely candidate to be eliminated this week after a weak performance. Judge Kara DioGuardi on Tuesday described his voice as "sounding like a lamb" in his rendition of "Blue Skies."
"American Idol", now in its ninth season, is still America's most-watched TV show overall, but its audience has slipped below 20 million for the past three weeks.

Mumbai Attacks Gunman Receives Death Sentence

The lone surviving gunman from a 2008 terrorist attack on Mumbai that killed more than 160 people was sentenced on Thursday to death by hanging.A judge ruled that the crimes of Ajmal Kasab, the convicted Pakistani man who was one of 10 attackers, were so reprehensible that “the court has no option except going with the death penalty.”Mr. Kasab, who looked ill and spent most of the hearing with his head lowered and his right hand covering his face, did not react to the sentence. When asked if he would like to say anything before the sentence was read, Mr. Kasab, 22, shook his head and flicked his hand downward.
The terrorists, who arrived in Mumbai by boat on Nov. 26, 2008, spent three days attacking a train station, two hotels, a Jewish center and a popular bar. Mr. Kasab and one accomplice were responsible for about 60 deaths, most of them at the city’s busiest train station, where pictures and video footage showed him shooting indiscriminately at passengers in a waiting area.
The judge, M.L. Tahaliyani, sentenced Mr. Kasab to death sentences for four crimes and about two dozen lesser sentences ranging from life imprisonment to a month in jail.
Mr. Kasab is unlikely to be put to death quickly. His punishment has to be ratified by the Mumbai High Court and he may appeal further, to the Supreme Court, and seek mercy from the president of the country.
Executions are rare in India. In the last 10 years, the country has put to death just one person — a convicted rapist and murderer was hanged in 2004 — according to Human Rights Watch. In 2007, the latest year for which statistics are available, 186 convicts were sentenced to death, but authorities also commuted to life imprisonment the sentences of 881 people on death row, according to the National Crime Records Bureau. Mr. Kasab was convicted on Monday, and Mr. Tahaliyani said then that the 2008 attack amounted to “a brazen act of war against India.”
“I don’t think words are necessary to illustrate the brutality” of the attack, the judge said Thursday. “The brutality could be witnessed from the faces of the witnesses in the court.”
Referring specifically to Mr. Kasab’s actions, the judge added: “He fired indiscriminately, without any consideration of the age or sex of the passengers. Children were killed. Women were killed.”
Rejecting the defense attorney’s plea for leniency, Mr. Tahaliyani said it was unlikely that Mr. Kasab could be reformed or rehabilitated, given the dedication with which he had joined and served the Pakistan-based terrorist group, Lashkar-e-Taiba.
For most of the nearly two-hour hearing on Thursday, Mr. Kasab did not look at the judge or anybody else in the courtroom. He did not address the court, though he appeared to ask his guards to let him out of the room. At one point the guards took him out to have a glass of water while the judge was reading his order but brought him back within a couple of minutes.
In July last year, Mr. Kasab tried to change his plea to guilty and asked the court to end the trial and hang him. The trial continued, however, and he tried to change his plea to not guilty in December, saying the Indian police had framed him.
The conviction of Mr. Kasab is part of a larger case that Indian authorities have been trying to build in response to the 2008 assault, an attack that claimed fewer lives than previous terrorist assaults on India but was widely seen here as more brazen and violent. India has been seeking the extradition from Pakistan of people suspected of planning the Mumbai attack, although Pakistan has said it needs more evidence from India.
Pakistan has put some suspects on trial, but courts there released Hafiz Saeed, the founder of Lashkar-e-Taiba who was placed under house arrest after the Mumbai massacre. The courts ruled there was not enough evidence to continue holding him. life is a joke
